Joseph William “Bill” Spencer, 90, of Gays passed away Saturday, May 27, 2017 in Heartland Christian Village. The visitation will be in Lovins-Lockart Funeral Home in Windsor at 10 a.m. Saturday, June 3. The funeral service will follow the visitation at 11 a.m. in the funeral home. Burial will be in Windsor Cemetery with military rites by the Windsor American Legion Post #725.       Login or Subscribe to read the rest of this story.
