2013 

Windsor Jr/Sr High School student council held a fundraising drive to collect money to collect money to be sent to those impacted by tornadoes in Washington. Students sold links for a giving chain for $1 per link. Anyone who donated had their name added to a link that was then put onto the chain. The chain was then hung up in the school so that the students could watch as it grew each day. The WHS student council was able to buy $466 in donations for Secret Santa gifts that were sent to families in Washington. 

Moultrie County had a new pet grooming business, Lucky Dog Pet Grooming, opened by Carrie Simmons. The business was located between Sullivan and Bethany.  Read More

Funding Released for New Emergency Vehicles

Illinois State Fire Marshal James A. Rivera and Illinois Finance Authority (IFA) Executive Director Chris Meister issued nearly $7.2 million in no interest or low interest loans to emergency responders across the state. The loans are made available through the Fire Truck Revolving Loan Program and Ambulance Revolving Loan Program.

Sullivan Fire Protection District is a recipient of a $350,000 fire truck revolving grant.

“Our emergency responders put their lives on the line every day to keep our communities safe, and they need safe and reliable vehicles to get the job done,” said Governor JB Pritzker. “That’s why I’m proud that my administration is ensuring that fire departments across the state can purchase the fire trucks and ambulance they need to save lives.” Read More

SBD brought home a First Place win from the 2023 IN THT Halloween Splash, earning a whopping 2395 points. The team showed up to Terre Haute ready to swim fast and bring home awards.

Santa Bingo was held on Saturday, December 2 at the Sullivan American Legion. Children of all ages and those young at heart enjoyed breakfast and bingo and also had the opportunity to visit with Santa and Mrs. Claus. Pictured are Sophie Foster, River Helmuth, Indie Harminson and Daniel Cisney with Santa and Mrs. Claus. All proceeds from the event benefit Down Syndrome Awareness.

ALAH BOE Approves Tentative Tax Levy

The ALAH Board of Education approved a tentative tax levy at their school board meeting Wednesday. November 15. The tax levy was figured at 5.6%. Since the levy is over 5%, it will require the board to have a Truth and Taxation hearing. While the levy is over 5%, it still is considerably lower than last year’s which was 9%. The formula to configure the levy is established by state code. Superintendent Shannon Cheek also looks at other counties when he tries to estimate the EAV (equalized assessed value). In his research, he found that Moultrie County had a 7% increase, Piatt County was at 8% and Coles County was 6%.  There will be a hearing at the next school board meeting in December, and the tentative tax levy will be on file for the next 30 days.

The district received a matching maintenance grant from the ISBE (Illinois State Board of Education) of $50,000 to help cover the cost for the renovations of the bathrooms at Arthur Grade School and Lovington Grade School. Grunloh Construction’s bid of $537,000 was the one awarded to complete the project. Read More

Sullivan Superintendent Reflects on School Report Card Results for District

The Illinois State Board of Education recently released report cards for districts in the state, rating districts on a variety of categories from socioeconomic status and attendance rates to truancy and proficiency in math, science and other subjects.

Sullivan Superintendent Ted Walk stated that the report cards are an important piece of what is going on in a district, but the more important part is what is done in classrooms each day. He also noted that standardized testing reflects a one-day test. Overall he said he is pleased with this year’s results. Read More

Tentative Multiplier Announced

Moultrie County has been issued a tentative property assessment equalization factor of 1.0000, according to David Harris, Director of the Illinois Department of Revenue.

The property assessment equalization factor, often called the “multiplier”, is the method used to achieve uniform property assessments among counties, as required by law. This equalization is particularly important because some of the state’s 6,600 local taxing districts overlap into two or more counties (e.g. school districts, junior college districts, fire protection districts). If there were no equalization among counties, substantial inequities among taxpayers with comparable properties would result.

State law requires property in Illinois to be assessed at one-third (1/3) of its market value. Farm property is assessed differently, with farm homesites and dwellings subject to regular assessing and equalization procedures, but with farmland and farm buildings assessed according to standards based on productivity.

The equalization factor is determined annually for each county by comparing the sales price of individual properties sold over the past three years to the assessed value placed on those properties by the county supervisor of assessments/county assessor.

If this three-year average level of assessment is one-third of market value, the equalization factor will be one (1). If the average level of assessment is greater than one-third of market value, the equalization factor will be less than one (1). And if the average level of assessment is less than one-third of market value, the equalization factor will be greater than one (1).

Assessments in Moultrie County are at 33.32 percent of market value, based on sales of properties in 2020, 2021, and 2022.

The equalization factor currently being assigned is for 2023 taxes, payable in 2024.

Last year’s equalization factor for the county was 1.0000.

The tentative factor is subject to change (1) if the County Board of Review takes actions which significantly affect the county assessments or (2) if local officials or others can present data showing that the Department of Revenue’s estimates of the average level of assessments in the county should be adjusted. A public hearing on the tentative multiplier will be held between 20 and 30 days after the tentative factor is published in a newspaper of general circulation within the county.

A change in the equalization factor does not mean total property tax bills will increase or decrease. Tax bills are determined by local taxing bodies when they request money each year to provide services to local citizens. If the amount requested by local taxing districts is not greater than the amount received in the previous year, then total property taxes will not increase even if assessments may have increased.

The assessed value of an individual property determines what portion of the tax burden a specific taxpayer will assume. That individual’s portion of tax responsibility is not changed by the multiplier.

Quarter Auction

Moultrie County Monthly Quarter Madness will hold their December Quarter Auction on Wednesday, December 13 at the Sullivan American Legion. The charity of the month is the Down Syndrome Network. The mission of the Down Syndrome Diagnosis Network is to connect, support, and provide accurate information to parents - and the medical professionals who serve them - from the time of diagnosis through age 3 while fostering the opportunity for lifelong connections. Their vision is that every Down Syndrome diagnosis will be delivered in an unbiased, factual, and supportive way every time and that families can quickly find meaningful connections. At the December Quarter Madness, vendors could include: direct sales such as Avon, Plunder Jewelry, Scentsy, JBloom Jewelry, Tastefully Simple, pawTree, Pampered Chef, Thirty-One plus different craft vendors, hair bows, and more. Come shop the vendors and stay for the Quarter Auction. Bring your quarters for charity items and extra bidding. All-In-Paddle will be $20. Doors open at 6:00 and the Quarter Auction begins at 6:30. All ages are welcome to attend. Soups and grilled cheese will be available for purchase plus a bake sale that also benefits this month’s charity. End of the Line Tackle & Bait, an Amazon delivery partner, nominated Sullivan Elementary for the program, and the school’s submission was selected to receive the donation.
